STOPAIDS is commissioning a consultant to conduct an evaluation of the role and effectiveness of STOPAIDS and the broader UK Global Fund Working Group (Working Group) in their work around the last Global Fund Replenishment.
Within the context of the UK Government making a reduced pledge with several challenging external circumstances, we would like the consultant to assess the impact of our work both organisationally as STOPAIDS and as the Working Group. This should articulate the specific contribution made by STOPAIDS and Working Group, and review which advocacy tactics have been most successful. It will consider advocacy from 2020-2022, including an assessment on the contribution of civil society advocacy in influencing decision-making on the final pledge from the UK Government. We would also like the consultant to share lessons learned and recommendations as we plan the next phase of our work on Global Fund resource mobilisation advocacy.
This evaluation should refer to and build on past evaluations we have conducted of our Global Fund Replenishment advocacy and HIV prioritisation work, and other recent internal and external evaluations considering the 2023 Global Fund replenishment.
