Access Denied: What happens when Big Pharma is in the driver’s seat, January 2023

STOPAIDS and Global Health Advocates’ report series ‘Access Denied explores how a lack of transparency in the pharmaceutical industry and the EU has harmed public health outcomes.

The series is structured into two reports. The first set the scene through speaking to key actors and stakeholders who were involved in or following the contract negotiations. In the second report, we ran a legal review of the contracts and analysed the pattern of redactions.

The legal research has found the European Commission redacted its contracts with pharmaceutical companies, in an approach more secretive than other state actors. The series finds that with the EU desperate to vaccinate its population, it seemingly ended up accommodating industry requests on several matters, from pricing, liability, transparency, to intellectual property.

The report outlines key recommendations on Access, Transparency, and Accountability, to reclaim control of EU public decision making when it comes to public money, and ultimately – our health.
